The Philippines has authorized a digital nomad visa, but a confirmed public application route is a separate question. Executive Order No. 86, signed on April 24, 2025, created the framework for foreigners working remotely for employers or clients outside the Philippines. It allows a stay of up to one year, with possible renewal for the same duration. Read the executive order.
As of October 31, 2026, the Department of Foreign Affairs (DFA) public visa-policy page does not list a digital nomad category or provide its application instructions. That omission does not establish whether individual embassies or consulates accept applications. Treat general application availability as unconfirmed, rather than a basis for booking a year-long stay. Get written confirmation from the Philippine embassy or consulate responsible for your application before paying an agent or committing to accommodation. DFA visa-policy page.
Who qualifies under the framework?
Executive Order 86 sets these conditions:
- Age: at least 18.
- Work: proof of remote work using digital technology, for employers or clients situated outside the Philippines.
- Income: proof of sufficient income generated outside the Philippines.
- Criminal record: proof of no criminal record.
- Insurance: health insurance valid throughout the digital nomad visa (DNV) period.
- Nationality: citizenship of a country that offers digital nomad visas to Filipinos, normally with a Philippine Foreign Service Post there.
- Security and employment: no threat to Philippine security and no employment in the Philippines.
These conditions must continue to be met while holding the visa. Local employment, fraud or misrepresentation, and immigration-law violations are listed grounds for revocation. EO 86, sections 1–4.
Check nationality first. The reciprocity requirement is not the same as eligibility for visa-free tourist entry. The order does not include a qualifying-country list. It also allows nationals of reciprocal countries without a Philippine Foreign Service Post to apply in the nearest country with one, subject to implementing guidelines. Ask which post can accept your application before traveling for an appointment. EO 86, section 2.
Income, fees and stay length: what is actually specified?
| Question | What the executive order establishes |
|---|---|
| Minimum income | “Sufficient income” generated outside the Philippines; no numerical threshold |
| Initial stay | Maximum of one year |
| Renewal | May be renewed for the same duration |
| Multiple entry | May be granted during the visa’s validity |
| Application fee or processing time | Neither is specified |
| Dependants | No accompanying-family provisions are specified |
| Tax exemption | None is provided by the order |
These are the terms of EO 86, not a complete application checklist. Do not build a budget around an unofficial income figure, assume automatic renewal, or treat foreign payment as proof that no Philippine tax is due. Obtain tax advice for your actual working arrangement and stay.
What to confirm before spending money
Contact the Philippine embassy or consulate responsible for your country through its official website. Request:
- Confirmation that it currently accepts DNV applications and that your nationality qualifies.
- The official application channel, checklist, income threshold, fees and processing estimate.
- Document-format rules, including police-certificate validity, authentication and translations.
- Any dependant, renewal and multiple-entry rules relevant to your trip.
You can organize existing contracts and income records now. Wait for the post’s instructions before purchasing certificates, translations or a year of insurance specifically for the application.
Can tourist entry bridge the gap?
For a genuine scouting holiday, the DFA lists an initial 30-day visa-free stay for nationals including Americans, Britons, Canadians and Australians. It requires a passport valid for at least six months beyond the contemplated stay and a return or onward ticket. Other passports have different rules. This tourist eligibility is not proof of permission for your intended remote-work activities; ask the issuing post and Bureau of Immigration which status applies. DFA entry rules.
The DFA also says issued Philippine e-Visas cannot be converted to other visa types or used to extend the authorized stay. Do not assume you can arrive on an e-Visa and switch to a DNV later. DFA e-Visa restrictions.
Keep any scouting visit separate from the proposed work stay: choose one refundable base, retain an exit plan, and postpone a long lease until your immigration route is confirmed.
